China has carried out investigations and evaluations of mountain flood disasters in over 500,000 small watersheds, initially grasping the threat targets and flood control capabilities of mountain flood disasters in various regions. Based on the flood control capabilities, dangerous areas and evacuation routes have been delineated, and early warning indicators have been formulated. There are still problems in the prevention and control of mountain flood disasters, such as short early warning time and difficulties in the "last mile" transmission of early warnings. To achieve more precise flood prevention, a detailed investigation was conducted on the defense targets such as villages, schools, scenic spots, enterprises and construction sites along the river in small watersheds. A monitoring and early warning integrated flood prevention system suitable for different scenarios was designed in a targeted manner, covering the flood threat area that occurs once in 50 years, and achieving the defense goal of delivering early warnings to households and individuals within 3 minutes and organizing evacuations within the shortest 10 minutes. Beijing Guoxin Huayuan Company has adopted new technological means to enhance the flood prevention capabilities at the grassroots level, achieving "regular monitoring, real-time early warning, close-range education and publicity, and property-style services" in villages, groups, schools, scenic spots, enterprises and construction sites, enabling residents to have a high awareness of flood threat prevention and timely risk avoidance and disaster prevention.
